ELL link to Clapham delivered under budget
The South London Press reports that the East London Line extension to Clapham (due to open next year) will be delivered under budget, prompting calls by Lewisham Councillor Alex Feakes for the mothballed Surrey Canal station to be reinstated. It quotes TfL as saying:
“The [£76.7million] cost presented in the finance and policy committee papers did not include the contingency funding part of the total amount. This contingency funding is ring-fenced for this project and cannot be used to fund the construction of Surrey Canal Road."

TfL may mean that they did not have to dip into the 'risk' money but that does not mean it's 'spare' and can be used elsewhere. That's not how it works.
A comercial Risk manager may be able to shed light.
Not open in time for the Olympic Games though, when it might have helped reduce the number of people who have to travel through the centre of London.
I was really interested in this then remembered none of my mates live in Clapham any more! ;-(
Of the couple of very basic project management courses I've done, one of the main things I remember is that the Dome came in on time and on budget, and Sydney Opera House came in over time and over budget. Which was more successful?
Yes, push for a Surrey Canal Road station even if the money is not sitting in a bank account somewhere and "spare" to be used. I did some post census work around there and it is an area teeming with new housing but ridiculously badly served by public transport.
